Justice40 Initiative

JUSTICE40 AND THE ITACS

The Justice40 Initiative is a government-wide effort to ensure that federal agencies aim at providing 40% of the benefits relating to federal investments in climate and clean energy to disadvantaged communities. This initiative works in partnership with state and local communities in an effort to continue a path towards energy equity.

According to the White House’s interim guidance, the initiative efforts will fall into one or more of the following seven Justice40 investment areas:

  1. Climate change
  2. Clean energy and energy efficiency
  3. Clean transportation
  4. Affordable and sustainable housing
  5. Training and workforce development related to the six other Justice40 investment areas
  6. Remediation and reduction of legacy pollution
  7. Critical clean water and wastewater infrastructure
JUSTICE40 Goals
  • Decrease energy burden in disadvantaged communities (DACs).
  • Decrease environmental exposure and burdens for DACs
  • Increase parity in clean energy technology (e.g., solar, storage) access and adoption in DACs.
  • Increase access to low-cost capital in DACs.
  • Increase clean energy enterprise creation and contracting (MBE/DBE) in DACs.
  • Increase clean energy jobs, job pipeline, and job training for individuals from DACs.
  • Increase energy resiliency in DACs.
  • Increase energy democracy in DACs.
